             Proposed amendments to the Bylaws and Standing Rules  

The rules and regulations for our Association are contained in our Bylaws and Standing Rules.  My duty as the Parliamentarian is to communicate proposed amendments to all Association members.   Copies of the Bylaws and Standing Rules are in the library or can be ordered from me by email.   Please read the following and if you have any comments or questions, notify me at (805-888-9462) phone or text or email me at scott.hillis2013@gmail.com.  If you wish to review the  current Standing Rules or Bylaws or have any other questions please let me know.

Standing Rules amendment 1, defines a Fundraising Event.   The following would be added:  “The primary purpose of a Fund-Raising Event,  will be to generate funds for proposed Association purposes and projects approved by the Board of Directors.  Fundraising activities shall be conducted in a manner consistent with the Association’s status as a tax-exempt social club under Section (501) (C7) of the Internal Revenue Code.

Standing Rules amendment 2, defines a Special Event.  The following would be added:  The primary purpose of a Special Event is to provide social, recreational, educational, and entertaining activities for the benefit of Association members.    Special Event activities shall be conducted in a manner consistent with the Association’s status as a tax-exempt social club under Section (501) (C7) of the Internal Revenue Code.

Standing Rules amendment 3Amendments to the Bylaws and Standing Rules. We propose the following:  Bylaws and Standing Rules may be amended by submitting a written motion to the Parliamentarian at least 7 days in advance of the next Board meeting. At a special Board meeting the Board will carefully consider the proposed changes to the amendments.  An edited version will be created and given to the Secretary who will circulate the amendments to all Association members.  The members will be asked to submit their comments within 5 days receipt of the circulation.  A final decision will be announced at the regular Board meeting.

Bylaws amendment 1.  The following will be added:  Any Lakeview Village resident who is actively volunteering as a performer, stagehand or technical crew member for a performance is exempt from paying the admission/dinner fee for that event.  In addition, any resident who volunteers in the kitchen during a paid event is also exempt from paying the admission/dinner fee.  The Board of Directors may, at its discretion, waive or require the admission/dinner fee for any paid event for any volunteer, resident or person.
